To Committee Members:  Councillors Coote, K Eden, Fairhurst, Gadd (Chairman), Goddard, Hibbs, Morris, Perry, Shah.

 

You are summoned to attend a MEETING of the ASSETS & SERVICES COMMITTEE of SAFFRON WALDEN to be held in the COUNCIL CHAMBER of the TOWN HALL on Tuesday 23rd April 2019 commencing at 7.30pm to transact the business as set out in the agenda below. 

 

All other Councillors are welcome to attend this meeting but will not be formal members of the committee and will not receive any voting rights.  Non-Committee members will not be able to participate in or remain present for any discussions held under Part 2, Confidential Matters

The agenda may be split into two parts. Most of the business will be dealt with in Part I which is open to the public. Members of the public are permitted to ask questions at any of these meetings, with each meeting including an agenda item for questions from the public.  Members of the public are not required to register in advance of the meeting but it may be useful if you notify your intention to speak either in advance of or at the meeting.  If at the meeting, please approach the Officer present to make yourself known.

 

Facilities for people with disabilities

The Council Offices has facilities for wheelchair users, including lifts and toilets.

 

Fire/emergency evacuation procedure

If the fire alarm sounds continuously, or if you are instructed to do so, you must leave

the building by the nearest designated fire exit. You will be directed to the nearest

exit by a designated officer. It is vital you follow their instructions.

Minutes of the last meeting of the Assets & Services Committee held on 25th March 2019

 

To verify the Minutes of the Committee meeting.

Planning Application 18/0824/OP (Kier – 150 dwellings on land adjacent to Thaxted Road)

 

Committee to note that the planning application has been granted by UDC and that at the time of publication of this agenda that the Section 106 agreement has not been made available to the public.

 

Committee to receive an update on the Section 106 agreement if publicly available on the UDC website planning portal by the time of the meeting.

Tourist Information Centre (TIC)

 

Committee to receive and note report attached as presented to F & E March meeting.

Landscaping maintenance equipment

 

Committee to note the purchase of battery powered equipment for landscaping operatives.  This is in line with the Council’s environmentally friendly initiatives and projects.

Heritage Development Group

 

Committee to note that the Heritage Development Group (an external organisation) has secured funding for information boards for the battle ditches and is now completing the specification for the boards and will put the project out to tender using Contract Finder.

 

A member of the group will arrange scheduled monument consent with Historic England.

 

The Town Council will apply for planning consent when the specification is completed. As previously agreed, the Council will review and approve the specification and design of the boards prior to the submission of the planning application.

Saffron Walden Culvert

 

Committee to note that Essex County Council and the Environment Agency continue to review the opportunities for works at the culvert and have committed to keeping the Town Council informed  of any progress.

Crabtrees Sports Fields

 

Committee to receive a verbal update on problems and queries encountered during the Easter holidays at the sports field.  During the Easter school holidays, the site has been open for public use which has been greatly appreciated by local residents. Unfortunately, there has been some vandalism on site from a small group of individuals which has been reported to the Safer Communities Team and to Essex Police. 

 

Committee is requested to determine how best to proceed with this matter.

Common Hill West

 

An order has been placed for the replacement of the new footpath and associated works across Common Hill West.  It is anticipated that works will be initiated imminently

Adult Exercise Equipment

 

Committee to note that the members of the Working Group will be meeting with the preferred suppliers w/c 22nd April 2019 with a view to confirming final quotes and then placing an order with the preferred supplier.

Opening of the Play Ground at The Common

 

Committee to receive a verbal update and report on the successful opening of the new play are at The Common on Monday 15th April 2019.

Playground, Tudor Park, Ashdon Road

 

Officers have progressed the outstanding works at Tudor Park and as a result of this, Persimmon Homes will be installing a new roundabout to replace the broken one. 

 

The transfer of this land is now with respective solicitors and subject to all legal matters being addressed, the land will transfer to the Town Council.

Armed Forces Day – 29th June 2019

 

Committee to note that Officers are progressing with plans and preparations for the Armed Forces Day.  SWTC is preparing the Event Management Plan which will be shared with all participating bodies for review and comment; the Plan covers a multitude of factors concerning the organisation of such a large event including emergency procedures and evacuation in case of need.
